HR Officer - Solar O&M Project

Position Overview
The solar power project is located in Bugallon, Pangasinan, Philippines.
The total installed DC capacity is 550MWp, and AC capacity is 450MWac.
The project covers an area of approximately 6.5 million m². It is one of the largest single-site ground-mounted solar PV plants in Philippines currently. The project has connected to the grid in March 2026.
Responsibilities
The role consists of two parts:
Part 1 – Local Recruitment & Onboarding Support (Initial Stage)
Assist the Chinese HR Manager in executing full-cycle recruitment for local positions (technical, operational, and administrative roles) for the solar O&M project.
Source candidates through various channels (job portals, social media, local networks, referrals, government agencies, etc.) and leverage personal recruitment resources/portals.
Screen resumes, conduct initial interviews, coordinate technical interviews with line managers, and manage interview feedback.
Handle job offer communication, pre-employment requirements, and onboarding documentation for new hires.
Maintain a local talent pipeline for critical roles (e.g., Safety Officer, Technician, electrical engineer, etc.).
Track recruitment metrics and provide regular progress reports to the HR Manager.
Part 2 – Local Employee Management (Post-Team Setup)
Support the Chinese HR Manager in daily employee relations, attendance tracking, leave management, and performance follow-up for local staff.
Assist in implementing company policies, local labor law compliance, and disciplinary procedures.
Organize team building, engagement activities, and communication meetings between Chinese management and local employees.
Help resolve local employee concerns and act as a bridge for cross-cultural communication.
Support payroll preparation by providing accurate attendance and overtime records.
Maintain updated employee files and HR databases.
Qualifications
Education & Certifications
- Bachelor’s degree in Human Resources, Psychology, Business Administration, or a related field.
- Relevant HR or recruitment certification (e.g., CHRA, CSP, or equivalent) is a plus.
Experience
Minimum 3 years of end-to-end recruitment experience, preferably in construction, energy, engineering, or renewable energy industries.
At least 1 year of experience in solar power plant, O&M phase, or similar renewable energy projects is highly preferred.
Proven track record of successfully closing local technical/field positions (e.g., electricians, technicians, safety officers, operators).
Experience with onboarding, employee relations, and local HR administration.
Familiarity with Philippine labor laws (DOLE regulations, contractual hiring, etc.).
Skills & Abilities
Strong sourcing skills and own recruitment channels/resources (job portals, local communities, technical school networks, etc.).
Good command of MS Office (Word, Excel, PowerPoint) and online collaboration tools.
Excellent verbal and written communication skills in English.
Ability to work independently, handle multiple vacancies, and meet tight deadlines.
Cross-cultural sensitivity and ability to bridge communication between Chinese management and Filipino staff.
Willing to work on-site and adapt to a remote project environment (outdoor setting, high temperature, rainy season, occasional extended hours during recruitment peaks).
Preferred Qualifications (Nice to Have)
Prior experience working with Chinese companies or Chinese management.
Existing network of local technical schools, vocational training centers, or DOLE/POEA contacts.
Familiarity with ISO 9001 (HR documentation aspect) or internal audit experience.
Experience using HRIS or recruitment tracking systems.
